A little person dressed as a gnome has been terrorizing the town of General Guemes in the Salta province, playing on local superstitions. The gnome reports have lit up the blog scene, and have some believing that the pint-sized person is actually the mythical creature he dresses up as. The story broke when a teenager was sent to the hospital after fainting at the sight of pointy-hooded man. The man is not in trouble, as he hasn’t broken any laws.

What a strange picture!
Now what it could be is a midget or a child, thats pretty much all it would be unless it is something beyond what we know in fact now and that cannot be dismissed because we find new strange things all the time, this could be even one of the strangeness things out there, maybe it is some kinda mythical little leprechaun of some kind, but with only this information we would have to say its more likely to be something like a boy or midget(little person).
But i do have to say its a very strange form even for a midget or a child, and im pretty sure its not a child.
